Abstract

The article analyzes the history and practice of using election observers in Russia. The results of the survey of observers are given (N=1506 people., 2013). The social composition of participants is presented. The motives and civil attitudes, as well as the qualitative characteristics of public controllers of election companies are determined. For comparison, we use data from a representative survey of the population (N=2000 people, 2013). The role of public organizations and observer projects in the development of workers ' self-organization skills is approved.
