Abstract
Unfavorable selection to Russian universities is considered as an institutional trap. Using the example of far Eastern universities, it is shown that modern Russian universities are more interested in students than students in universities. This leads to the fact that the contingent with a low level of requirements for the quality of education is more important and more profitable for the University than students who are demanding of it. Therefore, despite the formally declared strategies for improving the quality of education, in reality, the University forms an internal an environment that is comfortable for the “untrained". The authors make an explication of the concept “untrained”, consider its criteria, as well as channels for recruiting “untrained” in mass universities.
