Abstract
Based on data from Federal statistical observation in General education institutions in Russia, the problems in the field of education of children with disabilities and children with disabilities (HIA) are revealed: the reduction in the number of special schools and medical and pedagogical staff, the transfer of children from inclusive classes to home education. The author comes to the conclusion that due to high inequality, control over the implementation of statemonitoring in the field of education should take into account regional indicators: the number of children with disabilities and children with disabilities studying in special schools, in special classes, in General classes (inclusion), studying at home, the ratio between the number of children and the number of medical and pedagogical staff. An important component is monitoring the availability of education for each type of health disorders in children with disabilities and children with disabilities, some of which are now outside the area of legal regulation and statistical observation.
