- Abstract
- The article analyzes the content of the report of M. M. Kovalevsky (1851-1916) on the Bulygin Duma, read by Him on September 11, 1905, which is a socio-legal examination of the draft law on the formation of the Institute of people's representation in Russia. The convocation of The state Duma is considered by him as the initial stage of transition to the establishment of constitutional rule in Russia. M. M. Kovalevsky believed that different countries and peoples sooner or later pass a common path of forming representative power.
