Abstract

The article analyzes the current situation with digitalization in the Russian Federation and the Republic of Korea, their positions in the World digital competitiveness rating. The author also researches and offers an assessment of the state policy of both states in this area. It is noted that nowadays due to the influence of the COVID-19 pandemic, immediate transition to digital technologies is necessary. That is why both countries have been facing global challenges with implementation of the contactless technologies, Big Data, artificial intelligence to enterprises, government institutions and social facilities. It is concluded that the expansion of technological partnership between our countries can also play a positive role for the accomplishment of such significant programs of economics’ digitalization: in Russia it is large-scale national program «Digital Economy of the Russian Federation», in South Korea - «Korean New Deal strategy».

The author noticed the importance of Plan 2.0. on the implementation of the Nine Bridges concept, which was signed between two countries. And according to this document the tasks for innovative cooperation development were specified and the memorandum of understanding was concluded in the issue of creating a Russian-South Korean innovation platform. The author also highlights the key spheres, in which both countries are interested, including but not limited to 5G technologies and cybersecurity.

Close cooperation between Russia and the Republic of Korea in the development of additional support for small and medium enterprises which are operating in the digital sphere is essential. One of the main problems preventing the intensification of cooperation is the political component and the interference of the third countries. In particular, the strengthening of US sanctions against the innovation sphere of Russia, including digital technologies.
