Abstract

The conflict of the Tver’ Governor P.D. Akhlestyshev with local Zemstvo is well-known and regarded in historiography as a manifestation of the battle at the top of government after Nicholas II’s accession to the throne. The author suggests his view of this problem different from the simplistic explanation of it as the confrontation between liberal and conservative forces and their sympathizers among the highest bureaucracy. Minister of the Interior I.L. Goremykin’s support given to the Tver’s Zemstvo and nobility is explained by his intention not to be guided by sympathies or antipathies, but to act within the legal field, quite contrary to the legal nihilism characteristic of conservatives.
