США – НАТО на завершающем этапе разрядки международной напряжённости, 1977–1980 годы

Аннотация

Статья посвящена выявлению места и роли военно-политического блока НАТО во внешней политике США в период президентства Дж. Картера. Рассмотрено соотношение конфронтационных и кооперационных тенденций в американо-советских отношениях на завершающем этапе разрядки международной напряжённости. Затрагивается проблема гонки вооружений, осуществлявшейся на фоне обсуждения соглашений о разоружении. Рассмотрены причины возникновения и процесс преодоления кризиса доверия, произошедшего в отношениях США – НАТО во второй половине 1970-х годов. Исследуется позиция администрации Картера по вопросам о перспективах разрядки, тенденциях развития американо-советских отношений и сотрудничества Соединённых Штатов Америки с европейскими союзниками по блоку НАТО. Особое внимание уделяется анализу единства и расхождения интересов Вашингтона и европейских членов НАТО по проблеме отношений с СССР. Анализируется реакция руководителей государств и рядовых граждан на предложение размещения на территории Западной Европы новых видов вооружений. В статье выделены основные принципы и приоритетные направления политики Соединённых Штатов в отношении европейских членов Организации Североатлантического договора, выявлены факторы, в наибольшей степени повлиявшие на формирование американского внешнеполитического курса. Автор приходит к выводу, что к концу 1970-х годов произошел глубокий кризис политики разрядки международной напряжённости и фактический возврат к открытой биполярной конфронтации.
