100 дней администрации Дж. Байдена: обещания и реальность

Аннотация

20 января 2021 г. в 12:00 Дж. Байден вступил в должность, став 46-м президентом США (2021–2025). 14 февраля 2021 г. Сенат США проголосовал за оправдание Дж. Трампа, не дотянув до необходимого большинства в 2/3 голосов. 57 голосов было подано за импичмент, среди которых демократы-сенаторы и 7 голосов республиканцев. Не набралось необходимых 17 республиканских голосов.

Такая коллизия создалась впервые в истории американского парламентаризма, когда уже бывший президент попал в историю подготовки против него импичмента за деяния, которые допускались как ненадлежащие для главы страны выдвигаемой обвинение стороной. Факт сам по себе отражает своеобразие президентской гонки в её наивысшей точке напряжения и побуждает пристально присмотреться к новому президенту-победителю и к его действиям в период традиционных первых 100 дней администрации, когда, возможно, с наибольшей чёткостью проявляются ростки социальной ответственности власти в ответ на оказанную поддержку для завоевания самых высоких рычагов её.

Возникает вопрос: в какой степени эффективные социальные перемены зависят от мотивированных электоральных низов? Способна ли американская политическая система к структурным реформам, обусловленным предъявляемыми требованиями «снизу», нацеленными на устойчивую демократию?
