Abstract

The nuclear arms race between Moscow and Washington has resumed. At the same time, the nuclear confrontation between the two nuclear "superpowers" takes place under the conditions which seems much more dangerous and destabilizing than those during the Cold War of 1945-1989. The nuclear arms control is in a deep crisis; there is no Russian-American dialogue on strategic stability issues; new means of delivery of nuclear munitions – including those with the intercontinental range, as well as non-nuclear weapons capable of performing some strategic tasks-have emerged; the global nuclear balance is increasingly influenced by other nuclear powers, including undeclared nuclear States. All these changes seem extremely destabilizing and dangerous.
