Abstract

The emergency situation caused by the spread of the coronavirus infection in the United States created particular conditions for the functioning and interaction of the country's authorities. The need to effectively tackle emerging problems of critical importance required coordinated interaction of different levels of government such as national, state, and local ones. The ability of various authorities to implement crisis management in a coordinated and dynamic manner was tested. The situation has proved that the way how territories and the country as a whole deal with the dramatic issues of a current moment depends on concurrence of priorities and coherence of actions taken by officials of various levels and jurisdictions. The large-scale challenges of the 2020 pandemic have required a revision of some existing management mechanisms and approaches and the development of new ones.

During this period complicated relationships between various political figures could be observed. At times disagreements have surfaced between representatives of federal and regional administrations, including those between the president of the country and the heads of some states, as well as within the regions – between governors, heads of local governments, and other elected and appointed officials.

Some legal aspects of interaction between government bodies have been also tested. The severity of the crisis caused by the spread of the coronavirus infection required a prompt response to the situation, which, in turn, implied the clear understanding of the areas of responsibility and powers of various government entities.

The conditions of a large-scale crisis have demonstrated the strong dependence of states and municipalities on decisions taken by higher levels of government, even despite their independence in a fairly wide range of areas.

The complex pre-election situation in the United States of the 2020 year became a factor that had a huge impact not only on the socio-political situation in the country, but also on the course of the fight against the pandemic. The division along party lines was clearly manifested both in the perception of the degree of threat and in the approaches to combating it.
