Abstract
The article describes the situation, that prevailed in the northeast part of China in the early 2000's. The detailed analysis is focused on the steps taken by Chinese leadership for economic revival of the region. The publication for the first time in the scientific literature contains detailed analysis of the Plan for development of the PRC North-East during the 12 th five-year plan period.
