Abstract
The article shows that the problems facing Russia are one of the reasons for deep deindustrialization, which has led to systemic negative social and economic consequences. To denote the essence of deindustrialization, the author uses the concept of "the effect of four "D"" (by analogy with the well-known concept of four "I" in Russian economic policy): disorganization of the production process, degradation of applied technologies, dequalification of labor, decompilation (simplification) of the product of production. As an alternative, the author suggests a course on reindustrialization for the growth of human potential. The author justifies the new socio-economic strategy of Russia: 1) focus on reviving the remaining foundations of high-tech structures; 2) rely on market incentives, public-private partnerships, long-term government programs and active industrial policies; 3) create long-term development institutions for the organizational and legal support of this policy; 4) advanced development of multi-level professional education integrated with production and industry science; 5) support of scientific developments focused on the development of Russian industry. Especially important in this strategy are the integration of production with education and science.
