Abstract
The article analyzes the situation with preschool education in Russia, its weaknesses, as well as the reasons for the development of the private sector in thisarea. The article describes the practices of private kindergartens, systematizes barriers and forms of state support. The author concludes that it is necessary to adjust the legislation and suggests a set of measures of state support for the non-state sector.
