Abstract
Questions of foreign labour force attraction to Russian in conditions of modern international migrational processes are being investigated in this article. Special attention is paid to new effects consisting in transformation due to the obstacle of globalization of traditional elements of international labour migration, such as labour force drain from developing countries to economically developed countries, which also include brain drain in the same direction. This processes affect almost all countries of the world. On example of a number of countries specificity of transformation of brain drain into brain circulation will be examined. Leaning on this a potential benefit of highly qualified migrants will be shown. All aforesaid are vital for modern Russia due to the course of modernization assumed by government. Some particular propositions are being held in this article. They refer to the latest statutory acts in migrational area.
