- Abstract
- After the draughtI which has happened in year 1963, the land reclamation program in the USSR were considered as dominant - till the beginning of 1990-th, when the centralized resources were exhausted. But this method was doomed due to its faults. The specially created land reclamation agency MINVODHOS not Agricultural jinistry was the customer of reclamation projects. Collective farms and ptate farms were not the partners of reclamation projects. The over-centralized program hindered to recognize that many farms were in need of good roads much more than in land reclamation. The projects could not touch any non-agricultural lands; they were "shy" to overstep the administrative borders. The profitability of many projects was overestimated in order to incline GOSPLAN (the main planning and investment agency) be more friendly to them. Those faults ought not to repeat when the idea of ptate intervention into land reclamation would arise again.
