Abstract
In 1969, the Soviet military intelligence (GRU) focused its attention on Romania, which was a member of the Warsaw Treaty Organization and had been sharply opposing to the USSR and its allies as they acted against Czechoslovakia in August 1968. It was caused by fact that Moscow was scared with accelerated Romanian foreign policy independence and viewed efforts taken by the leader of the Romanian Communist regime Nicolae Ceau§escu as a threat to the Soviet monopoly over the East-Central European region.
