Abstract
The author investigates constitutional responsibility in article, which become one of the most significant and important institute for any state-legal model. Unfortunately, it has not been developed in accurate, effectively working system yet in the Russian Federation. Operating regulations of the constitutional and political responsibility are characterised by author as "false, phantom", undermining bases of the constitutional system of the country. The reasons, legal and political nature, essence of the given institute, and also prospect of its formation and strengthening are investigated taking into account Russian and international experience in formation of constitutional responsibility.
